BIFA has received the below update regarding the accession of Moldova & Montenegro to the CTC, taking effect on 1 November 2025.
This information is intended for users of NCTS (traders, agents, declarants) and providers of third-party commercial software.
Impact on NCTS software users
To send or receive goods via transit to/from MD or ME, your software must be up to date with all relevant code lists from 07:01 GMT on 1 November 2025.
If you are unsure whether your 3rd party software product has been updated to accommodate MD and ME, please refer to your Software Developer.
Impact on GOV.UK NCTS portal users
Users of the Gov.uk NCTS web portal will not be able to send or receive goods to/from Moldova and Montenegro via transit until 03:01 on Sunday 2 November 2025, once the portal has been updated with the relevant data.
