Common User Charge (CUC): Update on Rates and Invoicing
Defra is currently undertaking a full review of the Common User Charge (CUC) rates. While this review is underway, the current CUC rates will remain in place. Defra recognises the importance of providing certainty for businesses and is committed to keeping stakeholders informed to support future planning.
Once the review is complete, Defra will issue an update on the CUC rates for the 2025/26 financial year and will provide sufficient notice ahead of any changes being introduced.
Key messages for Members:
- The current CUC rates will remain unchanged for the time being, and all businesses must continue to remain compliant and pay under the existing framework
- Defra will provide sufficient notice before any future changes are introduced
Invoicing Update
Due to unforeseen delays, CUC invoices for the period 1 April – 30 April 2025 have been issued later than expected. Eligible traders can now expect to receive these invoices by Thursday 8 May 2025.
What this means for businesses:
- The delay does not affect payment terms—payment will still be due within 30 days of the invoice date.
- No further action is required at this stage. Businesses should continue to remain compliant and pay the charge once the invoice is received.
- Businesses that did not incur the CUC during this period can disregard this notice.
