The European Commission has published the latest updates on the ICS2 implementation and invites members to attend a technical call hosted by the EU ICS2 team.

As of 1 April 2025, the Import Control System 2 (ICS2) is live for rail and road carriers. Before sending goods to the EU, carriers must:

  • know which Entry Summary Declaration (ENS) data must be reported into ICS2
  • ensure high-quality data is submitted – insufficient or incomplete filings will be rejected
  • correct and resubmit any rejected filings
  • avoid common issues by checking the ICS2 stop words list (restricted or vague terms)

Operators not yet connected to ICS2 must urgently:

  • request a deployment window from the National Desk of their Member State
  • review recently published information about the deployment window on national customs websites
  • begin necessary IT development
  • complete mandatory self-conformance testing and connect to ICS2

Furthermore, all operators need a registration and identification EORI number to connect to ICS2.

These steps are critical to avoid disruptions at EU customs from 1 September 2025, when ICS2 requirements become fully mandatory.

The European Commission’s (DG TAXUD) ICS2 team continuously maintains the folders and publishes all the latest versions of the ICS2 documents and certificates necessary for compliance with ICS2 requirements. 

In addition, the European Commission hosts monthly technical-operational calls (in English) where economic operators can ask questions about the operational and technical aspects of ICS2. The next meeting is planned for 7 May 2025 from 13:00 to 15:00 (CET), with Webex connection details available in the CIRCABC public group (here).
