BIFA has received the below update regarding the re-organisation of the Italian Customs Office, taking effect on 1 November 2025.

This information is intended for users of NCTS (traders, agents, declarants) and providers of third-party commercial software.

The Italian Customs Authority are updating their customs office structure. These changes will apply from 00:01 GMT on 1 November 2025 and may affect transit movements involving Italy.

Key changes include revised code lists for:

  • Offices of Departure: for movements starting in Italy
  • Offices of Transit: for movements passing through Italy (e.g. from Switzerland)
  • Offices of Destination: for movements ending in Italy – this is the most impacted category.

Impact on NCTS software users

Your software must be updated to include revised code lists by 00:01 GMT on 1 November to avoid submission errors or rejections (e.g. IE056).

The affected code lists are:

  • CL141 (Customs Offices)
  • CL171 (Departure)
  • CL172 (Destination)
  • CL173 (Transit)
  • CL175 (Exit for Transit)

If your movement involves Italy, you may need to select new or different offices, and routes may change accordingly.

If you are unsure whether your 3rd party software product has been updated to accommodate the changes, please refer to your Software Developer.

Impact on GOV.UK NCTS portal users

In the web portal, the list of available Italian offices will change from 1 November 2025. Please ensure you select appropriate offices for movements from this date.
