As part of the Autumn Budget 2025, the Chancellor has confirmed that the government will remove the customs duty relief on goods imported into the UK valued at under £135. These Low Value Imports will, in future, be subject to customs duty.

The government intends to implement these reforms by March 2029, allowing time for detailed engagement with affected businesses.

A public consultation has now opened, covering the proposed design of the new arrangements, including data requirements for LVIs, tariff application, a possible administration fee, and potential changes to VAT collection.

The consultation runs until 23:59 on 6 March 2026.

In addition, HMRC will begin the next phase of stakeholder engagement with an online event at 14:00 on Thursday 4 December. Officials will outline the announcement, explain the consultation structure, and set out how stakeholders can contribute.
