HRMC has issued an update reminding traders that Import Control System 2 (ICS2) is the EU’s new system for submitting Safety and Security declarations, replacing Import Control System Northern Ireland (ICSNI).
Using ICS2 for goods movements by road and rail from Great Britain to Northern Ireland will become mandatory on 31 December 2025.
To assist traders, the team has shared the following guidance leaflets for:
- Intermediaries and agents
- Hauliers and carriers
- Traders
In addition, please note, CERTEX was implemented as of Monday 15th September. HMRC has experienced a few issues relating to customers using the wrong Common Health Entry Document (CHED) reference in Data Element 2/3.
Members are reminded to use their correct reference for NI movements.
The NCH cannot make this amendment on their behalf, the declarant must instead correct the declaration.
For ease of reference, the relevant provision in the comms is:
‘The Common Health Entry Document (CHED) reference must be provided on the declaration in the new format. The reference format must be letters followed by numbers and include the full stop character. For example, CHEDA.XI.2025.1234567’
