The EU has introduced new rules governing the international shipment of waste – from 21 May, the EU will roll out its Digital Waste Shipment System (“DIWASS”)

DIWASS is the EU’s centralised digital system for the electronic submission and exchange of information and documents related to shipments of waste. Users of the new system will include the consignee, the carrier and the notifier (“economic operators”). UK Freight forwarders will not be in scope, unless they are acting as an economic operator.

There is no obligation on operators or Competent Authorities to use DIWASS in the UK (excluding NI). However, third-party operators can use the system to share information and documentation, including notification applications and movement documents.

The Waste Shipment Regulation applies to Northern Ireland in accordance with the Windsor Framework. Economic operators in NI should use the DIWASS system.
