HMRC invites members to complete a survey related to preparedness for the upcoming Windsor Framework changes.

In December, we conducted a survey to assess your understanding and preparedness for the upcoming Windsor Framework changes, which facilitates the movement of goods between Great Britain and Northern Ireland.
As we approach this implementation date, we would like to conduct a further review of your current position that builds on the previous survey you received in December. This will help us to further support you to be ready for the new changes which will take effect on 31st March 2025.
The survey is focused on seeking input from traders, intermediaries, and ports and carrier stakeholders in particular.
This anonymous survey should take no more than ten minutes to complete, so we would really appreciate it if you could complete the survey by Friday 21st February. If you are able to participate, you can find the survey here: Voice of the Customer: Windsor Framework Survey”
In addition, Members are invited to attend a Windsor Framework implementation related webinar scheduled on the 4th of March at 12:00 – 13:00.

Dear Stakeholder,
The Windsor Framework establishes a new set of arrangements for the movement of goods between Great Britain and Northern Ireland via both parcels and freight.
HMRC has organised a free online event on Tuesday 4 March 12-1pm to help hauliers prepare for the new arrangements by 31 March 2025. HMRC encourages any hauliers that make these movements to sign up.
This webinar follows on from the webinar we held on 3 December 2024. You can view the recording of this on the Windsor Framework Resource page here.
On the day, we will cover:
- What are the new parcels arrangements
- What is the UK Carrier Scheme (UKC) and how to send parcels using UKC
- Illustrative parcel journeys for consumer and business parcel movements through the Goods Vehicle Movement Service (GVMS).
- Q&A
